Penghargaan Hugo untuk Novella Terbaik adalah salah satu Penghargaan Hugo yang diberikan setiap tahun untuk ceirta fiksi ilmiah atau fantasi dalam bahasa Inggris atau diterjemahkan dalam bahasa Inggris pada taghun kalender sebelumnya. Penghargaan novella tersedua untuk karya-karya fiksi antara 17,500 dan 40,000 kata; penghargaan juga diberikan dalam kategori cerita pendek, novelette, dan novel. Penghargaan Hugo disebut sebagai "sebuah acara sempurna bagi fiksi spekulatif" dan "penghargaan kesusastraan terkenal bagi penulisan fiksi ilmiah".

Penghargaan Hugo untuk Novella Terbaik dianugerahi setiap tahun oleh Perhimpunan Fiksi Ilmiah Sedunia sejak tahun 1953, kecuali pada 1954 dan 1957. Selain penghargaan Hugo biasa, bermula pada 1996, Penghargaan Hugo Retrospektif, atau "Retro Hugo", tersedua untuk dianugerahi bagi karya-karya 50, 75, atau 100 tahun sebelumnya. Retro Hugo hanya dianugerahi pada tahun-tahun dimana Konfensi Fiksi Ilmiah Sedunia, atau Worldcon, diadakan, namun tak ada penghargaan yang aslinya diberikan. Pada saat ini, penghargaan Retro Hugo telah diberikan untuk novella-novella dari tahun 1939, 1941, 1946, 1951, dan 1954.
Para nominee dan pemenang Penghargaan Hugo dipilih oleh para anggota hadirin atau pendukung dari acara tahunan Worldcon, dan penyajiannya dilakukan pada acara utamanya. Proses pemilihannya dilakukan dalam Konstitusi Perhimpunan Fiksi Ilmiah Sedunia dalam bentuk pemungutan suara instant-runoff dengan enam nominee, kecuali dalam kasus pemenang berpasangan. Novella-novella pada pemungutan suara tersebut adalah enam karya paling paling dinominasikan oleh para anggota pada tahunnya, dengan tanpa batasan jumlah cerita yang dapat dinominasikan. Nominasi-nominasi awal dibuat oleh para anggota pada Januari sampai Maret, sementara pemberian suara pada pemungutan suara enam nominasi digelar pada April sampai Juli, pengubahan tergantung pada saat acara Worldcon pada suatu tahun diadakan. Sebelum 2017, pemungutan suara akhir berjumlah lima karya; tahun tersebut diubah menjadi enam, dengan setiap nominator awal dibatasi untuk lima nominasi. Acara-acara Worldcon umumnya diadakan pada sekitaran awal bulan September, dan diadakan di sebuah kota berbeda di seluruh dunia pada setiap tahun. Pada 55 tahun nominasi, 153 pengarang memiliki karya-karya yang dinominasikan; 40 diantaranya menang, termasuk pengarang berpasangan dan Retro Hugo. Connie Willis meraih Hugo terbanyak untuk Novella Terbaik dengan jumlah empat, dan delapan untuk nominasi terbanyak berpasangan dengan Robert Silverberg. Willis dan Charles Stross yang meraih tiga penghargaan dari empat nominasi adalah satu-satunya pengarang yang menang lebih dua kali, sementara dua belas pengarang lainnya memenangkan penghargaan tersebut sebanyak dua kali. Nancy Kress meraih tujuh nominasi dan George R. R. Martin, Kim Stanley Robinson, dan Lucius Shepard meraih enam nominasi, dan adalah satu-satunya pengarang selain Willis dan Silverberg yang meraih lebih dari empat nominasi. Retro Hugo sunting
Bermula pada Worldcon 1996, Perhimpunan Fiksi Ilmiah Sedunia membuat konsep "Retro Hugo", dimana penghargaan Hugo secara retroaktif dianugerahi untuk karya-karya dari 50, 75, atau 100 tahun sebelumnya. Retro Hugo hanya dianugerahi pada tahun-tahun dimana Worldcon diadakan, namun tak ada penghargaan yang aslinya diberikan. Retro Hugo telah dianugerahi empat kali, untuk tahun 1939, 1946, 1951, dan 1954. 1939 dan 1941 diberikan 75 tahun kemudian, sementara penghargaan lainnya diberikan 50 tahun kemudian.
