Pustakawan Kongres (bahasa Inggris: Librarian of Congress) adalah kepala Perpustakaan Kongres (bahasa Inggris: Library of Congress), yang dilantik oleh Presiden Amerika Serikat atau nasihat dan naungan dari Senat Amerika Serikat, untuk masa jabatan selama sepuluh tahun. Pustakawan Kongres memilih Penerima U.S. Poet dan penerima Penghargaan Gershwin untuk Lagu Populer.

Pustakawan Kongres memiliki tanggung jawab besar atas hak cipta, yang melingkupi sumber daya elektronik dan tujuan-tujuan penggunaan wajar yang tercantum dalam Digital Millennium Copyright Act. Pustakawan menaungi karya-karya yang menjadi subjek pelarangan DMCA terkait perlindungan akses teknologi. Pada 13 Juli 2016, Senat AS mengangkat Carla Hayden menjadi pustakawan-nya dengan suara sebanyak 74-18 dan ia dilantik pada 14 September 2016.
