Kobayashi Issa (小林 一茶, 15 Juni 1763 - 5 Januari 1828), adalah seorang penyair dan pendeta Buddha Jōdo Shinshū asal Jepang yang dikenal karena jurnal dan puisi haiku-nya. Ia dikenal dengan panggilan Issa (一茶), sebuah nama pena yang berarti Cangkir teh (lit. "satu [cangkir] teh").
