Dame Penelope Alice Wilton DBE (lahir 3 Juni 1946) merupakan seorang aktris Britania Raya. Ia dikenal sebagai aktris dalam kolaborasinya dengan Richard Briers dalam sitkom BBC Ever Decreasing Circles (1984–1989); perannya sebagai Homily dalam miniseri The Borrowers (1992) dan The Return of the Borrowers (1993); dan perannya sebagai Isobel Crawley dalam serial televisi drama Downton Abbey (2010–2015). Ia berperan sebagai Harriet Jones dalam serial televisi Doctor Who (2005–2008).

Latar belakang sunting
Penelope Wilton lahir di Scarborough, Yorkshire Utara, dan merupakan putri dari Alice Travers, seorang penari tap dan mantan aktris, dan Clifford William Wilton, seorang pengusaha. Ia merupakan keponakan aktor Bill Travers dan aktris Linden Travers. Kakek dan nenek dari ibunya memiliki gedung teater.
Ia dan saudara perempuannya, Rosemary dan Linda, menempuh pendidikan di sekolah biara La Sagesse di Newcastle upon Tyne, tempat ibu mereka sebelumnya mengajar. Ia menempuh pendidikan di Drama Centre London tahun 1965-1968.
