Panglima Tertinggi Sekutu (Bahasa Inggris: Supreme Commander of the Allied Powers, disingkat SCAP) adalah sebuah gelar yang dipakai oleh Jenderal Douglas MacArthur pada masa pendudukan Jepang oleh Sekutu seusai Perang Dunia II.

Di Jepang, posisi ini utamanya disebut sebagai GHQ (General Headquarters). Selain itu, SCAP juga disebut sebagai pimpinan pendudukan, termasuk ratusan staf pegawai negeri Amerika Serikat maupun personil militer.
