Kongres Partai Komunis Rusia (Bolshevik) XII diadakan pada 17–25 April 1923 di Moskwa. Kongres tersebut memiliki Komite Pusat ke-12. Kongres tersebut dihadiri oleh 408 delegasi dengan hak suara dan 417 dengan suara konsultatif, mewakili 386,000 anggota partai.
Ini adalah kongres terakhir dari Partai Komunis Rusia (Bolshevik) pada masa kepemimpinan Vladimir Lenin, meskipun Lenin tak dapat hadir karena sakit.
