Mulroney lahir di Virginia. Ibunya, Ellen B. (née Goen), adalah seorang ibu rumah tangga dan aktris amatir berasal dari Manchester, Iowa, dan ayahnya, Michael Mulroney, adalah seorang profesor hukum (dan pembalap mobil amatir) di Universitas Villanova School of Law, berasal dari Elkader, Iowa. dan kemudian di WXPN, sebuah stasiun radio FM di Philadelphia, tapi sekarang bekerja di tempat lain di industri non-profit.
