Budaya populer (dikenal juga sebagai budaya pop atau kultur populer) adalah totalitas ide, perspektif, perilaku, meme, citra, dan fenomena lainnya yang dipilih oleh konsensus informal di dalam arus utama sebuah budaya, khususnya oleh budaya Barat di awal hingga pertengahan abad ke-20 dan arus utama global yang muncul pada akhir abad ke-20 dan awal abad ke-21. Dengan pengaruh besar dari media massa, kumpulan ide ini menembus kehidupan masyarakat.

Budaya populer dipandang sebagai sesuatu yang sepele dalam rangka mencari penerimaan konsensual melalui yang arus utama. Akibatnya, budaya populer muncul dari balik kritisisme sengit dari berbagai sumber nonarus utama (khususnya kelompok-kelompok agama dan kelompok kontra budaya) yang menganggapnya sebagai superfisial, konsumeris, sensasionalis, dan rusak.
